Government efforts to strengthen democracy need to be complemented by the international community, a secret memo allegedly sent by Pakistan President Asif Ali Zardari to the US in May cited the premier as saying.

The memo was purportedly sent to the US by Pakistani envoy Husain Haqqani and sought assistance against a possible military coup after Osama Bin Laden was killed.
The memo which surfaced on a foreign policy website is addressed to the then chairman of the US Joint Chiefs of Staff Mike Mullen, and fuels suspicions of a divide between the Pakistan government and military.
It was first mentioned in a newspaper editorial in October by businessman Mansoor Ijaz, who claimed that a senior Pakistani diplomat sought his help in passing a message from Zardari to Mullen.
