Rahul Singh, 21, who was working with L & T Metro Project at Green Park as Supervisor, with his accomplices hatched a plan to abduct a mentally challenged person of similar age for Rs 15 lakh ransom about two months ago. Singh successfully kidnapped Pradeep Panwar, a south Delhi resident, but ended up in jail.
A resident of Mirzapur in Uttar Pradesh, Singh was arrested by the Delhi police on Sunday. The 21-year-old mentally challenged man, who was adduced from south Delhi's Hauz Khas area on December 10, was rescued from Allahabad in Uttar Pradesh.
A police official, said, "Panwar was kidnapped on December 10 when he had gone to a scooter repairing shop. In the evening, the victim's family received the ransom call of Rs 15 lakh by an unknown caller.u00a0 The caller asked the family to arrange the money quickly and reach Allahabad by train."
The accused also threatened the family that he will remove Panwar's kidney if the ransom was not paid.
Taking cues from the Bollywood potboilers, cops also plotted a plan to bring the abductor in the net.u00a0 As per the directions given by the cops, the victim's father requested the accused to allow one of their relatives to accompany him in Allahabad.u00a0u00a0
After getting a nod, the police Head Constable from the Hauz Khas police station identified as HC Islamuddin, disguised as a relative of the victim, to nab Singh in Allahabad.
According to the plan, the police team along with the victim's father reached Allahabad by road.
The complainant was sent along with HC Islamuddin who acted as his nephew and with one bag containing 30 paper bundles in the shape of currency notes, closely followed by other police party. Meanwhile, the kidnapper asked the victim to get down at Mirzapur station and wait for the next direction. The entire team along with the complainant got down at Mirzapur and waited for the kidnapper till 4 am on December 19.u00a0
However the kidnapper changed his mind and asked them to go back to Allahabad. On the same day, finally the kidnapper asked them to come to Baikabagh near Rambagh Station, Allahabad, along with ransom amount in a bag.
"Finally, the kidnapper along with the victim came to the spot riding on a Black Hero Honda Splendour motorcycle and demanded money from Head Constable Islamuddin. Islamuddinu00a0 quickly pounced upon him and other officers, who were closely following them,u00a0 took him under their control in the busy Chowk of Baikabagh near State Bank. The victim,u00a0 Panwar was rescued safely and handed over to his father," said a police official.
During the interrogation, Rahul Singh disclosed that heu00a0 with his accomplices Abhijeet, Bhupender and Raghuvender, all residents of Mirzapur, UP, had plotted a plan to abduct the person about two months ago.
For this purpose he had obtained the mobile number of the tea shop owner where the victim frequented.

The accused, whou00a0 originally hails fromu00a0 Mirzapur district in Uttar Pradesh, had studied up to Class XII. He came to Delhi and started working with L & T Metro Project at Green Park as supervisor since year January 2008 and worked up to February 2009. Meanwhile, he also learnt computer skills and wanted to make money fast. Later, he started supplying labour to Mandoli Jail Project at Harsh Vihar and Quality Buildicon Project at Sultan Pur Ghitorni. |
