They are the ones who make rules for us but ask our netas to attend a few classes on regulation, and chances are they will skip them.

That's what happened during a three-day orientation programme organised by the Delhi Assembly to teach city MLAs rules and regulations of conducting themselves in Vidhan Sabha. Most of the legislators preferred to remain absent.

The programme was launched by Lok Sabha Speaker Meira Kumar on Saturday and the concluding day's session on Monday, was presided over by former Lieutenant Governor Vijay Kapoor.

Where are the rest?

Delhi Assembly has 70 legislators. On Saturday, only 44 MLAs attended the programme. Delhi Education Minister Arvinder Singh Lovely, Minister of Industries Mangat Ram Singhal and Delhi Public Works Department Minister Raj Kumar Chauhan were among the leaders who skipped the first day's session.

On the second day, barring Singhal none of the Cabinet ministers turned up. Only 28 MLAs were present. During the session on Sunday afternoon, only six MLAs were present including Speaker of Vidhan Sabha Yoganand Shastri and Deputy Speaker of Delhi Assembly Amrish Singh Gautam.

On the third day, on Monday, only 27 MLAs were present. Among the leaders who attended the session, 19 were of Congress and eight of Bharatiya Janata Party.

Speaker Yoganand Shastri was agitated at the poor response from the MLAs. "They should have attended the orientation programme. It was for them. Attending it was a part of their duty," Shastri said. However, he denied plans to take action against those who bunked the sessions.

The programme concluded on Monday in the presence of Delhi Chief Minister Sheila Dikshit and Vijay Kapoor.
